Appropriates $10,479,890 from the Education Trust Fund to Tuskegee University for support and maintenance of educational programs for fiscal year ending September 30, 2017.

Designates at least $2,000,000 of the appropriation for agricultural research and extension service state match.

Requires submission of an operations plan for fiscal year 2017 with goals and measurable performance indicators, and an audited financial statement for fiscal year 2015, before funds are released.

Mandates quarterly reports to the Director of Finance on actual expenditures and accomplishments compared to planned amounts, plus an end-of-year performance report citing program effectiveness measures and costs.

Becomes effective October 1, 2016.
