Reduces meeting frequency for voluntary indigent defense advisory boards in each judicial circuit from quarterly to at least once annually.

Provides civil immunity for advisory board members from liability for damages resulting from their acts or omissions, except in cases of willful or wanton misconduct.

Authorizes the Office of Indigent Defense Services to adopt rules governing the activities of voluntary indigent defense advisory boards.

Maintains board composition of five members including the presiding circuit judge as chair, the local circuit bar association president, and three other attorneys selected by the bar commissioner.

Becomes effective on the first day of the third month following passage and approval by the Governor.
