Amends Section 13A-6-2 of the Code of Alabama 1975 to add aggravated child abuse under Section 26-15-3.1 as a felony that can result in a murder conviction if death occurs during commission or attempted commission of the crime.

Establishes that a person commits murder if they commit or attempt to commit aggravated child abuse and cause the death of another person during the commission or attempt.

Murder remains classified as a Class A felony with punishment of death or life imprisonment without parole as determined under Article 2 of Chapter 5 of the Alabama Criminal Code.

Exempts the bill from Amendment 621 constitutional requirements regarding local expenditure approval because it defines a new crime or amends the definition of an existing crime.

Becomes effective on the first day of the third month following passage and gubernatorial approval.
