Proposes an amendment to Section 65 of the Alabama Constitution of 1901 to allow the Legislature to establish and operate a state lottery under terms and regulations set forth by general law.

Maintains the existing constitutional prohibition on lotteries and gift enterprises, except as provided in the new Part II of Section 65.

Election on the proposed amendment shall be held in conjunction with the next statewide general election and conducted according to Sections 284 and 285 of the Alabama Constitution and state election laws.

Requires election officials to assign a ballot number and display the amendment description with "Yes ( ) No ( )" voting options on the ballot.

Amendment becomes valid upon approval by a majority of qualified electors voting in accordance with Sections 284, 285, and 287 of the Alabama Constitution.
