HB155 Summary

• Grants a two percent salary increase to state employees beginning with the first pay day after October 1, 2016, including classified and unclassified service employees, legislative personnel, and county health department employees covered by the state Merit System.

• Excludes from the increase any Merit System employee or hourly employee whose service or rate of pay is covered by a labor agreement or contract.

• Does not apply the increase to local supplements for judges, appellate judges, or other local employees whose salaries are tied to state employee salaries.

• Requires the Director of the State Personnel Department, Administrative Director of Courts, and legislative leadership to revise pay schedules and certify changes to the state Comptroller for warrant issuance.

• Requires appropriations to fund the increase to be included in the annual budget act for affected entities rather than being made directly by this legislation.
