AL HB16

Removes the requirement that compensation increases for local elected county officers be granted only at the time of county budget adoption.

Entitles local elected county officers to receive the same uniform compensation increases (cost-of-living, longevity, merit raises, bonuses) that are granted equally to all county employees.

Prohibits tax assessors, tax collectors, revenue commissioners, license commissioners, and elected assistant positions from receiving both an expense allowance and a compensation increase in the same fiscal year.

Allows the Legislature to increase compensation by local law, but officials receiving such increases become ineligible for uniform increases under the standard procedure until their total compensation equals or exceeds what they would have received under the standard procedure.

Effective on the first day of the third month following passage and approval by the Governor.
