Requires each Alabama county to designate and provide at least one early voting center where registered voters may vote during the week immediately preceding election day.

Early voting centers must be open for a minimum of 4 days and maximum of 6 days, with counties determining which specific days within the one-week period.

Establishes operating hours of 9:00 a.m. to 5:00 p.m. on weekdays and Saturdays, and 1:00 p.m. to 5:00 p.m. on Sundays.

Clarifies that early voting provisions do not impair or affect the powers and duties of boards of registrars, judges of probate, and other election officials under existing Alabama law.

Requires the Secretary of State to adopt implementing rules pursuant to the Administrative Procedure Act, with effectiveness three months after passage and gubernatorial approval.
