• Allows retired Alabama legislators to perform duties in any capacity, including as independent contractors, with employers participating in the Teachers' Retirement System or Employees' Retirement System without suspending retirement benefits.

• Retired legislators may earn up to $30,000 annually in calendar year 2016, with the limit adjusted annually starting in 2017 by the same percentage increase as the Consumer Price Index for all urban consumers.

• Restricts the exemption to retired legislators who are not employed in a permanent full-time capacity and whose compensation does not exceed the annual earning limits.

• Requires retirees to provide written notice to the retirement system and employing authority within 30 days if they begin performing duties on a full-time or permanent basis or earn amounts exceeding the annual limit.

• Repeals conflicting provisions of Section 29-1-26, Code of Alabama 1975, and becomes effective on the first day of the third month following passage and gubernatorial approval.
