Changes the minimum age requirement for first grade enrollment from six years old on or before September 1 to six years old on or before December 31 (or the date school begins in the enrolling district)

Allows children who turn six by December 31 to enroll in first grade at the beginning of the school year, extending the enrollment deadline by three months

Maintains exceptions for underage children transferring from first grade in another state and underage children who have completed mandated kindergarten programs in other states

Clarifies that children who become six years old on or before February 1 may be admitted at the beginning of the second semester with local board of education approval

Becomes effective immediately upon passage and approval by the Governor
