Establishes a $25 service of process fee for documents requiring personal service by the Dale County Sheriff's Office in civil and criminal cases within Dale County courts.

Establishes a $50 service of process fee for documents requiring personal service by the Dale County Sheriff's Office in courts outside of Dale County.

Creates the Dale County Sheriff's Service of Process Fee Fund to be administered by the Dale County Commission and used exclusively for law enforcement vehicles, communication equipment, and technology for the sheriff's office.

Requires the court clerk to collect fees and distribute them to the fund; fees may be waived if the court finds payment creates substantial hardship upon verified statement by the requester.

Exempts Dale County, its district attorney, law enforcement officials, and grand juries from paying these fees; fees are effective the first day of the month following passage and approval.
