• Authorizes the Secretary of State to implement a pilot program allowing counties and municipalities to use electronic poll books instead of printed voter lists with county commission and judge of probate consent.

• Electronic poll books must be certified by the Secretary of State and meet security, compatibility, and data recovery requirements including containing the same information as printed lists and voter absentee ballot status.

• Electronic poll books may only be populated with voter data during the 10-day period immediately before an election and must provide electronic voter check-in processes incorporating signature requirements.

• All expenses and costs for the pilot program shall be paid by the State of Alabama using state and federal funds made available to the Secretary of State.

• The Secretary of State must develop instructions and directives for participating counties and municipalities regarding examination, testing, and use of electronic poll books, and may promulgate additional rules pursuant to the Administrative Procedure Act.
