Amends Section 41-9-410 of the Code of Alabama 1975 to modify the composition and procedures of the Women's Commission.

Increases gubernatorial appointees from 10 to 11 members by adding one at-large position, while maintaining three House members and two Senate members.

Specifies that the new at-large member appointed in 2016 serves a two-year term, with successors serving five-year terms; protects existing members' terms from being shortened.

Requires at least seven of the Governor-appointed members to be women and maintains member selection based on interests, knowledge, and ability to address women's status issues.

Takes effect on the first day of the third month following passage and gubernatorial approval.
