AL HB2

Establishes the "Kelsey Smith Act" requiring wireless service providers to provide call location information to law enforcement agencies upon request in emergency situations involving risk of death or serious bodily harm.

Restricts location information requests to law enforcement responding to emergency service calls or emergency situations with possible risk of death or serious physical harm.

Permits wireless service providers to establish voluntary protocols for disclosing call location information and grants civil liability immunity to providers acting in good faith under this section.

Authorizes law enforcement to monitor location information obtained from wireless providers or devices from any location in the state, regardless of device jurisdiction, subject to federal law limitations.

Requires the Alabama Law Enforcement Agency to obtain contact information from all wireless service providers authorized in the state and disseminate it to state and local law enforcement agencies for emergency location requests.
