Amends Section 32-5A-80 of the Code of Alabama 1975 to require vehicles on interstate highways to travel in right lanes unless actively passing another vehicle.

Vehicles may only use the leftmost lane when passing and cannot remain in that lane for more than 1.5 miles without completely passing another vehicle.

Exceptions to the requirement include traffic congestion, inclement weather, obstructions, hazards, compliance with traffic control devices, left-side exits, toll collection, emergency vehicles, and highway maintenance or construction vehicles.

Law enforcement officers shall issue warning citations only during the first 60 days following the act's effective date for violations of the left-lane restriction.

The act becomes effective on the first day of the third month following passage and approval by the Governor.
