Appropriates $12,014,402 from the Education Trust Fund Advancement and Technology Fund to the Department of Education for fiscal year ending September 30, 2016.

Funds allocated to complete wireless networks in all public schools, provide E-Rate matching funds for Federal Communications Commission applications, or implement state-approved technology plans in schools with existing wireless networks.

Allocates specified amounts to each Alabama school district and city school system based on a distribution formula using enrollment and the WIRED (Wireless Infrastructure Renovation for Education) cost model.

Establishes criteria for fund usage including: schools completing wireless networks independently, schools applying for E-Rate funds as match, schools already meeting wireless standards, and schools using funds for technology plan implementation.

Requires the Department of Education to establish an advisory committee including Alabama Education Technology Association members and State Department of Education staff to oversee implementation; requires Alabama Ahead Oversight Committee approval.
