Applies exclusively to Choctaw County and establishes a $25 service of process fee for civil cases filed in Alabama state courts requiring sheriff service or attempted service.

Establishes a $50 service of process fee for civil cases requiring sheriff service in courts outside the State of Alabama.

Creates the Sheriff's Law Enforcement Fund to receive collected fees, which the sheriff may use for training expenses, ammunition, uniforms, vehicles, travel, and equipment costs.

Court clerks collect and deposit fees into the Sheriff's Law Enforcement Fund, which remains separate from the sheriff's regular budget and does not reduce existing budgeted funds.

Exempts the district attorney, law enforcement, grand juries, and Choctaw County from payment of these fees; effectiveness is contingent on ratification of a Constitutional Amendment authorizing legislative control over court costs in Choctaw County.
