Requires all Alabama higher education institutions receiving state appropriations or state-funded student awards and grants to mandate ethics training for governing board members, approved by the Alabama Ethics Commission.

Current board members must complete ethics training within six months of the bill's effective date; newly appointed members must complete training within 120 days of appointment.

Board members may satisfy the training requirement by attending an in-person program approved by the Alabama Ethics Commission or completing an online educational review of Alabama Ethics Law on the commission's website.

Requires each board to adopt a code of ethics resolution by June 1, 2017, establishing an annual ethics compliance form signed by board members that discloses business relationships with other board members, substantial financial interests in the institution, and intent to comply with board standards and accrediting agency requirements.

The act becomes effective on the first day of the third month following passage and gubernatorial approval.
