Amends Section 16-51-6 of the Code of Alabama 1975 to authorize the University of North Alabama Board of Trustees to establish and modify benefits for instructors and other officers.

Grants the board power to fix salaries and compensation, and increase or reduce them at their discretion, notwithstanding Section 16-25-3.

Allows the board to delegate authority by resolution or bylaw to establish and implement personnel rules, policies, and practices for hiring, promoting, demoting, and terminating instructors, officers, and employees.

Permits the board to enter into and implement merger agreements with other Alabama institutions of higher education without seeking legislative or administrative approval, except Alabama A & M University and Alabama State University.

Becomes effective on the first day of the third month following passage and approval by the Governor.
