Prohibits governmental entities from entering into public contracts governed by Alabama law unless the business entity represents it is not engaged in, and agrees not to engage in, boycotts based on race, color, religion, gender, national origin, or association with jurisdictions that have open trade with the United States.

Defines "boycott" as blacklisting, divesting from, or refusing to deal with a person or business entity based on protected characteristics or their business with open-trade jurisdictions, including World Trade Organization members and those with U.S. free trade agreements.

Exempts contracts where a non-complying business offers goods or services for at least 20 percent less than the lowest certifying business entity.

Exempts contracts with a total potential value of less than $15,000.

Applies to contracts governed by Title 39, Chapter 16 of Title 41, and related Alabama procurement laws, becoming effective on the first day of the third month following passage and gubernatorial approval.
