HB24 Summary

• Amends Section 22-27-5 of the Alabama Code to allow local governing bodies to use solid waste program fees, charges, and rates for purposes beyond program administration if authorized by local law.

• Permits appropriation of collected funds for administrative and operational services, maintenance and repair of buildings and roads or bridges used for solid waste services, and other local government programs that utilize solid waste services.

• Requires local governing bodies to be in compliance with financial assurance requirements in Section 22-27-8 before making appropriations under the new purposes.

• Expands collection methods for delinquent solid waste fees to include service suspension, debt collection under Article 3 of Title 40 Chapter 18, civil actions, and income tax refund set-offs.

• Takes effect immediately upon passage and approval by the Governor.
