• Amends Act 83-502 to govern the Mobile City Youth Athletic Board, allowing 25 listed youth athletic associations to each name one member to the board, with provisions for additional associations to be added by majority board approval.

• Establishes staggered four-year terms for board members, with initial appointments divided by one-, two-, three-, and four-year terms, and requires election of a chairman, vice-chairman, and secretary-treasurer from among board members.

• Requires 50 percent of tax proceeds distributed to the Class 2 municipality under Section 28-3-281 of the Alabama Code to be transferred to the Youth Athletic Board for distribution to member associations based on registered youth participants.

• Mandates each association submit an annual audit to the board and Class 2 municipality by April 30 each year detailing all public funds received and itemized expenditures, with failure to submit resulting in ineligibility for future public fund distributions.

• Takes effect immediately upon passage and approval by the Governor.
