Establishes a minimum wage of $10.10 per hour in Mobile County effective January 1, 2017, applicable to all employers in the county.

Requires employers to pay tipped employees the difference between tips plus $2.13 per hour and the $10.10 minimum wage if the combined amount falls short.

Automatically adjusts the local minimum wage to match the federal minimum wage rate if the federal rate is raised above $10.10 per hour.

Allows employees to file civil suits in circuit court against employers for wage violations and entitles prevailing employees to 90 days of wages at their daily rate plus the difference between actual pay and the minimum wage.

Awards reasonable attorney fees to employees who prevail in enforcement actions, with fees to be paid by the employer as court costs.
