Establishes an automatic voter registration program triggered when persons apply for or renew a driver's license or nondriver identification card, with the Alabama Law Enforcement Agency providing electronic records to the Secretary of State.

Requires the Secretary of State or board of registrars to notify each person of their right to decline registration as an elector.

Persons who do not decline registration within 21 calendar days after notification are automatically registered to vote if they meet voter qualifications under Alabama law and the state constitution.

Prohibits boards of registrars from registering persons during the 14-day period prior to any election, and preserves their authority to verify voter qualifications and maintain registration lists.

The act becomes effective on the first day of the third month following passage and approval by the Governor.
