Exempts facilities engaged solely in distributing dialysate, drugs, or devices for home renal dialysis to chronic kidney failure patients from Alabama State Board of Pharmacy regulation.

Requires all distributed materials to be FDA-approved or cleared as mandated by federal law.

Mandates dialysate, drugs, or devices be lawfully held by manufacturers or their agents registered with the board as manufacturers or wholesalers, and delivered in original sealed packaging.

Limits delivery to manufacturers or their agents only upon receipt of a physician's order, and restricts delivery to patients (or their designees) for self-administration or to health care providers and institutions for patient administration.

Takes effect on the first day of the third month following passage and approval by the Governor.
