Adds Section 34-9-43.2 to the Alabama Code to clarify the Board of Dental Examiners' rulemaking authority regarding state and federal anti-trust laws.

Immunizes the Board of Dental Examiners, its members, employees, and agents from anti-trust liability when adopting rules that prioritize patient health, safety, and welfare, even if those rules appear anti-competitive or have anti-competitive effects.

Permits the Board to define and regulate the practice of dentistry, dental hygiene, and expanded duty dental assisting in ways that prioritize patient health, safety, and welfare under existing Sections 34-9-18 and 34-9-43.

Requires that Board rules may supplement or clarify statutory definitions but cannot conflict with existing statutes defining dental practice, dental hygiene, and expanded duty dental assisting.

Takes effect immediately upon passage and approval by the Governor.
