Amends the definition of "disseminate" to remove the requirement of monetary consideration and includes sharing or trading of obscene materials containing visual depictions of persons under 17 years of age.

Expands the crime of possession of obscene materials involving minors to specifically include visual depictions of breast nudity of persons under 17 years of age.

Establishes that possession of three or more copies of the same visual depiction constitutes prima facie evidence of possession with intent to disseminate.

Creates separate offenses for each individual visual depiction of a person under 17 years of age that violates the statute.

Becomes effective on the first day of the third month following passage and approval by the Governor.
