AL HB30

Adds Section 2-26-3.1 to the Code of Alabama 1975 to establish that seed regulation is a matter of statewide concern under exclusive jurisdiction of the Board of Agriculture and Industries and the Commissioner of Agriculture and Industries.

Prohibits any county, municipality, or other political subdivision from enacting laws, ordinances, rules, regulations, or resolutions that prohibit or regulate cultivation, harvesting, production, processing, registration, labeling, marketing, sale, storage, transportation, distribution, possession, notification of use, or planting of seeds.

Declares any local law, ordinance, rule, regulation, or resolution that conflicts with, supplements, or is in addition to state seed regulations to be invalid and of no effect.

Preserves remedies available under common law or statute and does not preempt existing legal remedies.

Becomes effective immediately upon passage and approval by the Governor or upon becoming law otherwise.
