HB318 Summary

• Amends Section 36-12-40 of the Code of Alabama 1975 to expand public records exemptions to include school safety and security information.

• Exempts from public disclosure records concerning security measures on school property, school alarm systems, camera placement and number at schools, security personnel staffing, school security contracts, security employee schedules, and school bus routes.

• Exempts security measures on school buses, security plans, procedures, assessments, and systems that could impact public safety, as well as critical infrastructure information defined under 42 U.S.C. §5195c(e) and critical energy infrastructure information defined under 18 C.F.R. §388.113(c)(1).

• Requires public officers receiving records requests related to critical infrastructure to notify the infrastructure owner in writing and provide the owner an opportunity to comment on the request and associated public safety concerns.

• Becomes effective on the first day of the third month following passage and approval by the Governor.
