Amends Section 32-5-9 of the Code of Alabama 1975 to clarify liability for highway damage caused by vehicles, objects, or contrivances.

Defines "damage" to include construction or reconstruction to applicable standards, equipment reimbursement, labor, debris removal, site cleanup, equipment and vehicle rental or damage, traffic control and management, and any other related costs incurred by the highway authority.

Establishes that any person who unlawfully obstructs, encroaches upon, or damages a highway must reimburse the controlling authority for removal costs and repair costs directly incurred from the obstruction or encroachment, including traffic control and management costs.

Allows civil actions to recover damages to be brought either in Montgomery County or the county where the accident occurred.

Becomes effective immediately upon passage and approval by the Governor.
