Defines over-the-counter spectacles as nonprescription, ready-to-wear magnifying glasses with spherical convex lenses uniform in each meridian, encased in eyeglass frames to treat presbyopia symptoms.

Restricts over-the-counter spectacle lenses to have no minus power (-) and not exceed plus three diopters (+3.00).

Prohibits the sale of over-the-counter spectacles that do not conform to the statutory definition.

Authorizes enforcement by the Board of Optometry, district attorneys, or the Attorney General.

Becomes effective on the first day of the third month following passage and approval by the Governor.
