HB 380 Summary

• Amends Section 11-43A-8 of the Council-Manager Act of 1982 to allow municipalities to adopt alternate forms of council composition through a council resolution adopted six months before the municipal election qualifying date.

• Permits councils to consist of either five or seven members, with one mayor elected at large and either four or six council members elected at large or from single-member districts as specified in the resolution.

• Retains the existing default structure of five council members (one mayor elected at large, one council member elected at large, and three members from single-member districts) unless the council votes to change it.

• Requires the initial council elected under an alternate form to take office on the first Monday in October following the next ensuing general municipal election year.

• Takes effect on the first day of the third month following passage and approval by the Governor.
