Authorizes the City of Rainbow City in Etowah County to hold a referendum on Sunday sales of alcoholic beverages by properly licensed retail licensees.

Ballot question asks voters whether to allow legal sale and distribution of alcoholic beverages on Sundays between 1:00 P.M. and 9:30 P.M., and after 1:00 P.M. on Sundays when New Year's Eve (December 31) occurs.

Election shall be held according to standard municipal election procedures with at least three weeks' notice to voters; costs paid from the municipality's general fund.

If a majority votes "Yes," licensed vendors may sell alcoholic beverages during specified hours on Sundays; the municipality may enact ordinances to regulate Sunday sales.

If a majority votes "No," alcoholic beverages may not be sold on Sunday after 2:00 A.M. unless subsequently authorized by law or another election.
