Amends Section 9-11-264 of the Alabama Code to modify liability standards for persons using traps or similar devices on public lands to take fur-bearing animals.

Removes the strict liability standard previously imposed on persons causing injury or damage to people or domestic animals through illegal trapping on public lands.

Maintains liability only for those using traps "in violation of state law or regulation," narrowing the scope of persons subject to civil damages.

Eliminates the requirement that injured parties prove negligence to bring a civil damages action.

Exempts Lawrence County from the provisions of this section and becomes effective on the first day of the third month following passage and gubernatorial approval.
