Establishes a two-year statute of limitations for inverse condemnation actions against the state, running from the date the property was appropriated for public use.

Adds a new subsection (p) to Section 6-2-38, Code of Alabama 1975, establishing this timeframe where previously no specific statute of limitations existed for inverse condemnation claims.

Does not apply retroactively to any civil action commenced before the effective date of the act.

Becomes effective on the first day of the third month following passage and approval by the Governor.
