Proposes a local constitutional amendment for Baldwin County authorizing the Legislature to create a toll road and bridge authority as a public corporation.

The authority would be incorporated by the Baldwin County Commission to construct and operate toll roads and bridges within the county.

Authority may issue revenue bonds to finance projects, with such bonds not constituting a debt or liability of Baldwin County.

Legislature authorized to provide by general or local law for the authority's membership, powers, duties, and criminal penalties for failure to pay tolls.

Election on the proposed amendment shall be held in accordance with Amendment 555 to the Alabama Constitution of 1901 and state election laws.
