HB4 Summary

• Increases salaries of K-12 certificated personnel (teachers) by 3% beginning fiscal year 2016-17, with placement on State Minimum Salary Schedule based on years of experience and degrees earned.

• Provides 3% salary increases to education support personnel (support workers, bus drivers) and part-time support employees in K-12 schools starting fiscal year 2016-17.

• Grants 3% salary increases to employees at the Alabama Institute for Deaf and Blind, with separate schedules for certificated and support staff, effective fiscal year 2016-17.

• Mandates 3% across-the-board salary increases for all employees at two-year postsecondary institutions (community colleges), with proper credit for prior work experience and no increases exceeding 3% except as specified.

• Pay increases are in addition to any state or local step increases and must be paid in full before end of applicable fiscal year; excludes school superintendents, local salary supplements, and JROTC instructor federal portions from raise provisions.
