Proposes a constitutional amendment to establish a minimum wage of $10.10 per hour in Mobile County, effective January 1, 2017.

Requires employers to pay tipped employees the difference between their tips and direct wages ($2.13 per hour) if the combined amount falls below the $10.10 minimum wage.

Automatically increases the local minimum wage to match the federal minimum wage rate if the federal rate is raised above $10.10 per hour.

Allows employees to bring civil suits in circuit court against employers for violations, with non-compliant employers liable for 90 days of wages plus the difference between wages paid and the local minimum wage.

Awards reasonable attorney fees to prevailing employees, to be paid by the employer as court costs.
