• Amends Alabama Code Section 13A-5-13 to include sexual orientation and gender identity or expression as protected characteristics in hate crime statutes, alongside existing protections for race, color, religion, national origin, ethnicity, and physical or mental disability.

• Imposes mandatory minimum sentences for felony hate crimes based on offense class: Class A felonies minimum 15 years, Class B felonies minimum 10 years, Class C felonies minimum 2 years, and Class D felonies minimum 18 months when motivated by victim's sexual orientation or gender identity.

• Requires conviction of misdemeanors motivated by sexual orientation or gender identity to be sentenced as Class A misdemeanors with a mandatory minimum of 3 months imprisonment.

• Defines sexual orientation as heterosexuality, homosexuality, or bisexuality for purposes of the statute.

• Becomes effective on the first day of the third month following passage and gubernatorial approval.
