HB419 - Greene County Bingo Gaming Amendment

• Proposes constitutional amendment to authorize electronic bingo machines and devices authorized by the National Indian Gaming Commission and operated by Native American tribes in Alabama at licensed racetracks in Greene County.

• Creates the Greene County Gaming Commission with five members appointed by the Governor, U.S. Representative for Seventh Congressional District, state Senator for Twenty-fourth Senate District, and Alabama House delegation to regulate and supervise bingo gaming operations.

• Imposes a 4% state gross receipts tax and 8.5% local gross receipts tax on bingo gaming revenue at the racetrack, with local tax proceeds allocated to county services including education, emergency services, hospital, and nonprofit organizations.

• Levies a 4% local tax on bingo game vendors on gross revenues from leases or revenue-sharing arrangements with the racetrack, to be split between Eutaw Police Department and Greene County Sheriff's Department.

• Establishes operational requirements including age restrictions (19+), equipment marking, prize limits ($10,000 per session), and compliance with Greene County Gaming Commission rules; violation constitutes a Class A misdemeanor.
