Alabama adopts the Compact for a Balanced Budget to coordinate an Article V constitutional convention limited to proposing a balanced budget amendment to the U.S. Constitution.

The compact establishes a Compact Commission to coordinate member states, appoint a Compact Administrator, oversee convention logistics, and manage communications with Congress and other states.

Each member state appoints three delegates (Speaker of House, Governor, and one minority leader appointee) with strictly limited authority to debate and vote only on the Balanced Budget Amendment under specified convention rules.

The convention requires a quorum of at least 26 states, must adopt specific parliamentary procedures from Robert's Rules of Order, and must permanently adjourn within 24 hours of commencing or upon completing its agenda.

Any convention action violating the compact rules or attempting to propose amendments other than the Balanced Budget Amendment is void; the compact terminates 7 years after the first state's enactment unless the amendment has been adopted.
