Municipal governing bodies cannot increase member salaries, expense allowances, or other compensation unless the proposed ordinance or resolution is introduced at a regular meeting at least 30 days before the meeting at which it is considered for adoption.

The proposed ordinance or resolution must be published in the same manner as required for ordinances under Section 11-45-8, Code of Alabama 1975, within seven business days after it is proposed.

The act applies to all municipalities in Alabama, including Classes 1 to 8 and municipalities created by other general or local laws.

Any salary or expense allowance increases adopted prior to the effective date may only be operative if readopted pursuant to the requirements of this act before the new municipal governing body takes office.

The act does not apply to the office of mayor unless the mayor sits as a member of the council or other municipal governing body.
