Adds Chapter 15 to Title 25 of the Alabama Code establishing "Qualified Marketplace Contractors" as independent contractors rather than employees for all purposes under state and local law.

Defines a qualified marketplace contractor as any person or entity that uses a digital platform operated by a qualified marketplace platform to provide services to third parties.

Requires a written contract between the contractor and marketplace platform containing specific provisions: contractor engaged as independent contractor, freedom to work any hours chosen, ability to work for other platforms, contractor provides own equipment and tools, and contractor responsible for own income taxes.

Applies retroactively to services performed prior to enactment if governed by a written contract meeting the statutory requirements.

Becomes effective on the first day of the third month following passage and approval by the Governor.
