Prohibits ticket issuers, primary ticket sales platforms, and secondary ticket exchanges from penalizing, discriminating against, or denying access to ticket holders who resell or transfer their tickets.

Prohibits these entities from restricting ticket resales or transfers, or using delivery delays and technological means that prevent consumers from reselling tickets on platforms of their choice.

Prohibits any person from knowingly using or selling software to circumvent, thwart, or interfere with security measures and access control systems on ticket sales platforms or exchanges.

Establishes exceptions allowing venue operators to maintain conduct policies, set purchase limits, revoke season tickets for safety/fraud concerns, restrict resales of discounted promotional tickets, and limit resales of educational institution tickets.

Classifies violations as deceptive trade practices; becomes effective on the first day of the third month following passage and approval by the Governor.
