• Proposes a constitutional amendment to incorporate the Fort Morgan Planning District (Baldwin County Planning and Zoning District 25) in Baldwin County as the Town of Fort Morgan.

• Upon approval and ratification, the Judge of Probate of Baldwin County shall issue an order of incorporation following general law procedures.
