Imposes a $200 civil penalty on drivers convicted of driving 25 miles per hour or more over the posted speed limit when the posted limit is 50 mph or greater; offenders classified as "super speeders."

Requires Alabama Law Enforcement Agency to notify offenders within 30 days of conviction; penalty must be paid within 90 days or driver's license suspension applies plus an additional $50 reinstatement fee.

Distributes collected penalties monthly to: 33.33% to Motor Vehicle Replacement Fund, 60.33% to Highway Traffic Safety Fund (one-third for first responder communications, two-thirds for hiring state troopers), and 6.34% to Alabama Peace Officers' Annuity and Benefit Fund.

Becomes effective on the first day of the third month following passage and gubernatorial approval.
