Creates the Wilcox County Sheriff Service of Process Serving Fund to be maintained by the Sheriff of Wilcox County in a bank located in the county, with all proceeds deposited and audited by the Department of Examiners of Public Accounts.

Imposes a $30 per document service of process fee in both the criminal and civil divisions of Wilcox County district and circuit courts, with fees collected and remitted to the sheriff for deposit in the fund.

Authorizes the Wilcox County Sheriff to contract with private, public, or governmental entities for service of process, except for arrest warrants.

Permits the sheriff to use fund monies for law enforcement betterment in the public interest, including contracting for document service of process, with funds not reverting to the county general fund at fiscal year end.

Becomes effective on the first day of the third month following passage and Governor approval.
