• Eliminates the requirement for permit applicants to submit proof of income under Alabama income tax law for renewal of net and seine permits beginning with the license year commencing October 1, 2016.

• Removes the requirement that applicants derive at least 50 percent of gross income from the capture and sale of seafood species in order to renew permits after the 2016 license year.

• Maintains all other existing requirements for commercial fishing permits, including initial licensing fees ($300 for residents on net or seine permits) and restrictions on permit transferability.

• Establishes that persons issued permits in the license year beginning October 1, 2016, or thereafter are not required to submit proof of income for permit renewal.
