Amends Section 45-2-171.21 of the Code of Alabama 1975 regarding the Baldwin County Indigent Care Board's composition, authority, and duties.

Establishes a four-member board appointed by the county commission with staggered terms (1, 2, 3, and 4 years initially, then 4-year terms thereafter), with board members required to be qualified electors who cannot be hospital employees.

Requires the board to meet monthly to certify hospital accounts for medical care provided to medically indigent Baldwin County citizens and recommend payments at rates approved annually by the county commission, excluding physician services and certain contractual adjustments.

Adds a new provision allowing the board or county commission to disburse funds collected under Section 45-2-245 to hospitals with campuses located in the county according to discretionary terms and conditions, regardless of pending individual claims.

Becomes effective immediately upon passage and gubernatorial approval.
