Establishes the Marshall James Walton Highway Safety Act as the title for this legislation.

Creates the crime of homicide by vehicle or vessel when a person causes another's death while knowingly violating any state law or municipal ordinance related to vehicle or vessel operation, or traffic or boating regulation, if the violation is the proximate cause of death.

Classifies homicide by vehicle or vessel as a Class C felony.

Becomes effective on the first day of the third month following passage and approval by the Governor, or upon otherwise becoming law.

Exempts the bill from Amendment 621 constitutional requirements regarding local expenditures because it defines a new crime.
