Proposes a constitutional amendment to establish a recall procedure for the Governor, Lieutenant Governor, Attorney General, Secretary of State, State Treasurer, State Auditor, Commissioner of Agriculture and Industries, and members of the Legislature.

Allows recall based on violation of oath of office, malfeasance, misfeasance, nonfeasance, moral turpitude, incompetence, or lack of physical or mental fitness.

Requires 25 or more qualified residents to initiate a recall petition with a $500 fee; petition must be approved by the Secretary of State for sufficiency and clarity before circulation.

Requires signatures from at least 30 percent of total votes cast for the office in the most recent general election, submitted within 90 days of petition issuance.

Upon certification of sufficient signatures, the Governor (or Lieutenant Governor if Governor is subject of recall) calls a special election where a majority vote removes the officer from office; elections cannot be held within the last six months of an officer's term.
